Rapp: Health Committee Approves Two Bills, 11 Resolutions

HARRISBURG — Rep. Kathy L. Rapp (R-Warren/Crawford/Forest), Republican chair of the House Health Committee, announced the committee approved two bills and 11 resolutions, sending them to the full House for consideration.
House Bill 2341, sponsored by Rep. Jason Ortitay (R-Washington/Allegheny), would authorize the Hospital Security Grant Fund.
“This bill would provide targeted support to our non-profit hospitals by enabling them to have a physical security assessment done at their facility and in turn, to provide specified security enhancements,” Rapp said. “However, what is lacking in this bill is a guaranteed funding percentage for rural and independently owned hospitals. I am advocating for these hospitals to receive a guaranteed percentage of funding that ensures no rural hospital is left behind.”
The committee also passed House Bill 2162, which would allow pharmaceutical manufacturers to apply for a conditional state license at the same time they seek FDA approval.
“Pennsylvania is one of nine states that requires FDA approval prior to state licensure,” said Rapp. “This requirement further delays a virtual manufacturer being able to establish its business within Pennsylvania and incentivizes a company to set up its business in a more license-friendly state. I’m glad to see the amendment passed today would provide for a conditional license pending FDA approval, as we don’t want full licenses being granted without first hearing from the FDA.”
In addition, the committee approved 11 resolutions, three of which were sponsored by Rapp.
House Resolution 529 would recognize Sept. 20-27, 2026, as “IPF Research and Awareness Week” in Pennsylvania.
House Resolution 535 would designate Sept. 20-26, 2026, as “Surgical Technologist Week” in the Commonwealth.
House Resolution 542 would recognize Oct. 24, 2026, as “World Polio Day” in Pennsylvania.
