Rapp Announces $500,000 Grant for Warren County Pre-Apprenticeship Program
October 21, 2026
HARRISBURG — Rep. Kathy L. Rapp (R-Warren/Crawford/Forest) announced the Pennsylvania Department of Transportation (PennDOT) has awarded a $500,000 grant to the Rural Regional College of Northern Pennsylvania.
The funding comes from the Career and Technical Education (CTE) Grant Program to expand the school’s existing registered pre-apprenticeship program to increase awareness and preparation for careers within Pennsylvania's heavy highway industry.
“This grant is an important investment in our students and the future of our workforce,” said Rapp. “Career and technical education gives students the opportunity to develop practical skills and pursue rewarding careers in industries essential to our communities and economy. By expanding its pre-apprenticeship program, the Rural Regional College of Northern Pennsylvania will help prepare the next generation of workers able to maintain and improve our important transportation infrastructure.”
The grant is part of PennDOT’s CTE Grant Program, which awarded nearly $12 million in its first round of funding statewide to support workforce training and career pathways in the highway industry. Funding is provided through federal highway construction dollars authorized for workforce development under the Infrastructure Investment and Jobs Act.
